OSP to charge top officials over GRA-SML deal
The Office of the Special Prosecutor will file criminal charges by the end of November 2025 against several senior public officials linked to the disputed Ghana Revenue Authority–Strategic Mobilisation Ghana Limited contracts. Those expected to be prosecuted include former Finance Minister Ken Ofori-Atta, ex-GRA Commissioners-General Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, as well as officials Isaac Crentsil, Kwadwo Damoa, and Ernest Akore.
Special Prosecutor Kissi Agyebeng announced the decision at a press conference in Accra on October 30, stating that months of investigation revealed evidence of corruption, abuse of office, and violations of procurement laws. He said SML lacked the capacity to deliver the services it was hired for and received payments under dubious conditions.
Agyebeng added that GRA failed to provide full documentation on the agreements, calling it a serious breach of transparency. He emphasized that the contracts showed “clear criminal conduct” and were approved without genuine justification.
The upcoming prosecutions mark one of Ghana’s most high-profile corruption cases in recent years and reflect the state’s stated commitment to accountability and the rule of law.
