NMDPRA issues 23 refinery licenses, boosting capacity by 850,000bpsd
The Nigerian Midstream and Downstream Petroleum Regulatory Authority has issued 23 licenses for new refineries since the Petroleum Industry Act was enacted. An agency director stated that these facilities would increase national refining capacity by over 850,000 barrels per day upon completion.
Domestic crude oil supply for refining has reportedly doubled from 2023 levels, reaching above 40,000 barrels per day in 2025. The supply of Premium Motor Spirit from local refineries has also seen a substantial increase, growing to 3.8 billion litres this year.
The authority also highlighted significant investment in gas infrastructure, noting its Midstream and Downstream Gas Infrastructure Fund has deployed over 287 billion naira across numerous projects. This effort includes issuing ten gas distribution licenses and establishing the country’s first gas trading exchange.
