Zimbabwe property developers hit by high taxes
Zimbabwe property developers report that taxes and levies consume over 25 percent of total project costs, creating substantial barriers for smaller industry participants. Arnold Khanda from the Property Developers Association of Zimbabwe characterized the regulatory burden as excessive, noting that application fees for cluster home projects have surged from 250 dollars to approximately 5,000 dollars while additional charges for infrastructure approvals and environmental assessments add tens of thousands more to development expenses.
The Environmental Management Agency requires 2 percent of the total project value as fees, while municipalities charge endowment fees reaching 10 percent along with separate costs for water, sewer and access road approvals. Industry representatives have requested government action to reduce regulatory expenses that complicate investment and operations, particularly as fluctuating construction material prices and financing costs already strain profitability margins for development ventures.
