AMA warns of fines for failure to submit returns
Zimbabwe’s Agricultural Marketing Authority warned industry participants that failure to comply with mandatory reporting rules may result in penalties, including license cancellations. The agency said contractors, brokers, buyers and processors must submit production data under regulations established in 2013 to help officials manage national food supplies and trade policy.
Accurate reporting helped the government respond to a 2016 drought by importing 300,000 tons of maize to stabilize prices and prevent shortages. Officials use harvest information to decide when to release grain reserves, adjust import duties or restrict exports to protect domestic markets from price swings.
Contractors must file preliminary planting reports by September 30 and final data by January 31 each year. Brokers and traders face monthly deadlines by the second week of each month with seasonal summaries due in April.
Violations carry fines and potential jail terms of up to three months. The authority emphasized that compliance supports evidence-based decisions about fertilizer programs, strategic reserves, and import requirements rather than serving as an administrative formality.
